The part they use up
A carved block keeps its design, so a new design needs another blank. A pack of carving blocks is a focused refill for someone who already has gouges, ink and a roller, rather than another complete starter kit.
Traditional lino or a softer substitute?
Traditional linoleum can hold crisp detail but asks for controlled cutting pressure. Softer synthetic carving sheets are a different material and may be easier to cut. Both appear in linocut shopping results: read the material description rather than assuming the name means genuine lino.
Buy for the tools they already use
Thickness, firmness and mounting affect how the block sits and cuts. Compare an existing block or ask which brand or material they enjoy. Small blanks are useful for cards and test designs; larger sheets need suitable support and a safe working area. A bench hook or non-slip support and cutting away from hands matter whichever blank you choose.
They will also need something to print onto. A Printmaking Paper Pack is a separate refill; block packs usually contain the carving surfaces only.
